Senior Vice President, Malaysia Petroleum Management, PETRONAS

Keynote Address 1: 

Datuk Ir. Bacho Pilong, currently the Senior Vice President of Malaysia Petroleum Management
(MPM), previously served as the Senior Vice President of Project Delivery & Technology at PETRONAS. With a distinguished career in leadership roles globally and in Malaysia, he has held positions such as President of Joint Operating Companies in Sudan and South Sudan, Senior Vice President of Malaysia Assets and Vice President of International Assets, Upstream Business, PETRONAS. Among his notable achievements is leading the industry-driven collaboration Cost Reduction Alliance (CORAL) 2.0, recognized by the World Economic Forum for enhancing Upstream Malaysia's cost competitiveness. During his tenure as VP of International Assets, Datuk Ir. Bacho led the portfolio high grading initiative which included key divestments in selected countries. Datuk Ir. Bacho also successfully secured a production sharing contract extension for the Greater Pioneer Operating Company (GPOC) in South Sudan and restored production after five (5) years of shutdown during a challenging crisis period.

 

In his previous role at PD&T, he has been instrumental in driving innovation and technology, including the Race2Decarbonise hackathon to limit GHG emissions to 49.5 million tonnes CO2e by 2024, accelerating clean energy technology development, and transforming digital architecture with cloud migration, 5G deployment, and AI adoption.
 

With more than three decades of experience, his leadership influence extends beyond PETRONAS, fostering cross-collaboration within and outside of the industry and strengthening relationships with government agencies in the region. Passionate about talent development, Datuk Ir. Bacho also actively drives digital upskilling for youths through PETRONAS BeDigital Bootcamps and collaborates with over 25 institutions of higher learning globally to inspire innovation.

Siti Sulaiman

Country Chair and Senior Vice President Upstream Malaysia, Shell Malaysia

Siti Sulaiman is the first female Country Chair and SVP Integrated Gas & Upstream for Shell Malaysia.

 

Siti started her journey with Shell as a Shell scholar. She graduated from Imperial College in London with a first-class degree in Mechanical Engineering and started her career as an Operation Engineer in Shell Malaysia Upstream in 1994.

 

In the early days of her career, Siti took on roles in Development, Planning, Commercial and Strategy, both overseas and in Malaysia. In 2011, she was appointed as the first female Malaysian Asset Manager and Director of Sabah Shell Petroleum Company Limited, responsible for Shell’s upstream oil and gas operations in Sabah.

 

Since then, she’s taken on ever-growing strategic and technical portfolios, with her most recent stint as Vice President Technical Asset Operations, where she oversaw a large global technical organisation that supports assets and operating units across the Shell Group.

 

She is married with three daughters, loves to cook and spends her free time outdoors, hiking and walking.

Ts Syed Saggaf Syed Ahmad

President, Malaysian Oil, Gas & Energy Services Council

Ts Syed Saggaf bin Syed Ahmad is currently the Chief Executive Officer of Shapadu Oil and Gas

Division, leading and managing the Group’s interest in Oil, Gas and Energy industry for both upstream and downstream services segments including management of group’s marine assets. He is also the Executive Director for one of the Oil and Gas division’s subsidiary, Shapadu CR Asia Sdn Bhd focusing on downstream maintenance and turnaround works.

 

He got his early education in English College, Johor Bahru and Sekolah Menengah Sains Muar, Johor. Subsequently, he graduated from Universiti Tenaga Nasional in 2002 with Bachelor in Mechanical Engineering.  Upon graduation, he started his career as Mechanical Piping Engineer with Haven Engineering and continued his career with stints at Ramunia Fabricators Sdn Bhd in 2004 and Coral Intoil Sdn Bhd in 2008.

 

Syed Saggaf has been with Shapadu Group since 2010 where he started as Project Manager. In his time with Shapadu, he was promoted to Senior Project Manager, General Manager, Deputy Chief Executive Officer, before eventually becomes the Chief Executive Officer in January 2017.  He now has approximately 20 years experience in the industry, managing major contracts from key clients with an approximate worth of RM 2 billion.

 

He is the current President of Malaysian Oil, Gas & Energy Services Council (MOGSC) where he plays an important role in engagements with industry stakeholders and players with the objective of creating a sustainable energy ecosystem in Malaysia.

 

Other than these, he is also the Ambassador of UNITEN Alumni, Vice President of Alumni Sains Muar Association, Board Member of Koperasi Tenaga Petroliam Malaysia and Board Member of Study For Industrial Doctorate Program, Universiti Teknologi Malaysia.

Datuk  Harris Haji Annuar Tan

President, Sabah Oil & Gas Service Council

Special Address 1: 

Datuk Hj. Harris Hj. Annuar Tan holds a Bachelor of Science degree from the University of Wisconsin - Green Bay. United States. He is conferred a Chartered Fellow (FClLT) by Chartered institute of Logistics and Transport (UK). In 2015, he received an award under the Outstanding Category by The Asia Pacific Entrepreneurship Award (BIMP-EAGA). He was also awarded as Tokoh Pembangunan Labuan in 2017.


His most notable achievement is the transformation and expansion of Asian Supply Base (A58), a company owned by the State Government of Sabah where he served for 25 years. Thus, contributing to the growth of social economic development in Labuan through the Oil and Gas activities. He has an extensive experience in the logistics and SCM for the oil and gas industry particularly in the exploration, development and production activities. 


Transforming ASB from a shallow water facility to an ultra-deep-water integrated supply base supporting the deep-water exploration. With his vision, vast experienced and strategic expansion plans, he has brought A58 to greater heights by being recognised as a world class integrated offshore supply base by foreign oil majors. 


He is also instrumental in moving ASB globally in countries like Europe, Australia; Turkmenistan, India and most part of Asia-Pacific in which he has pioneered the following projects:

  • Upgrading of Nhava Supply Base in Mumbai, India.

  • Proposal on a supply base development to the Turkmenistan Government.

  • Study on setting up a supply base in Timor-Leste.

  • Joint working team on an in Amsterdam.

 

During his tenure as the Chief Executive Officer of ASB, He also served for various Government Owned Companies and its subsidiaries under Yayasan Sabah and the State Government of Sabah.

Datuk Adzmir Abd Rahman

Chief Executive Officer, Sabah Energy Corporation

Special Address 2:

Datuk Adzmir Abd. Rahman is an accomplished professional with a distinguished career in the energy industry. Currently serving as the Chief Executive Officer of Sabah Energy Corporation (SEC), he has consistently demonstrated exceptional leadership and expertise in various strategic roles within the organization.

 

Datuk Adzmir was a scholar of the Sabah State government and an alumnus of the University of Portsmouth, England, where he graduated with a Bachelor’s degree in Mechanical Engineering (Hons). Complementing his technical expertise, he also holds a Master’s in Business Administration, further enriching his strategic leadership capabilities.

 

Before joining SEC, he started his career in 1998 as an Assistant Mill Manager at Sawit Kinabalu Berhad, showcasing his early commitment to excellence. In 2000, he joined an independent power producer (IPP) as an Operation Engineer, further honing his expertise in the energy sector.

 

His journey with SEC began in 2003 when he joined as a Planning Engineer. Over the years, he rapidly progressed through the ranks, showcasing his exceptional skills and knowledge. In 2009, he assumed the position of Technical Services Manager, where he played a pivotal role in developing Malaysia’s first Virtual Pipeline System in KKIP Sabah.

 

Recognizing his outstanding contributions, Datuk Adzmir was promoted to Head of Business Development and Gas Trading in 2013. During this tenure, he was a key member behind the development of the first LNG facilities outside Bintulu in Sabah, solidifying SEC’s position in the industry. In 2019, he was promoted to Deputy Chief Executive Officer, where he spearheaded the company’s renewable drive, leading the development of SEC Large Scale Solar.

 

His exceptional leadership and business acumen led to his appointment as the Chief Executive Officer of SEC in September 2022. In this prestigious role, he continues to steer the organization towards new heights of success, overseeing key initiatives, expanding the natural gas business, and acquiring strategic assets from Petronas in Sabah.

 

Beyond his role at SEC, he also serves as a director at various prominent companies, including Asian Supply Base Sdn Bhd, Sepangar Chemical Industry Sdn Bhd, Sabah Air Aviation Sdn Bhd, Ranhill Sabah Energy Sdn Bhd, and SEC Gas Sdn Bhd. The latter, a subsidiary of SEC, operates LNG facilities in KKIP.

 

With his exceptional track record, deep industry knowledge, and relentless commitment to excellence, Datuk Adzmir continues to drive Sabah Energy Corporation towards innovation, growth, and sustainable success in the energy sector.

Ts. Faiz Latip is the Founder & CEO of Semarak Training, pioneer of Malaysia’s integrated
professional training provider to Energy industry. The organisation is a PETRONAS licensed

company and HRD Corp registered training provider which presently provides over 150 in-
demand coursesin the key areas of Oil & Gas, Energy Transition, Metering & Allocation, Digital

Transformation, Risk Management and Business.


He was elected and currently serving as the Chairman of Competency & Training Working
Group (CTWG) of The Malaysian Oil & Gas Services Council (MOGSC) for term 2021/2022. In 2018, he represented MOGSC to launch OGLearn - The Malaysia's 1st Oil & Gas Training Portal to improve the training search process and empower Malaysian training businesses.


Faiz is a former Wireline Services Field Engineer with Baker Hughes and he has completed the
intensive 6-month engineering training in Dubai, U.A.E. He acquired field experience in
PETRONAS's Exploration & Production project at Sabah's offshore.


Graduated with Bachelor Degree of Petroleum Engineering from Universiti Teknologi
Malaysia (UTM), he has also served as the President of Society of Petroleum Engineers UTM
Student Chapter and led it to win the global recognition and award by Society of Petroleum
Engineers (SPE) International; 2013 Outstanding Student Chapter (only 7 recipients in the
world) and 2013 Gold Standard Award.


He is a HRD Corp certified trainer, a registered Professional Technologist (Ts.) with Malaysia
Board of Technologist (MBOT) and a member of Energy Institute (EI), Society of Petroleum
Engineers (SPE) and Malaysian Oil & Gas Services Council (MOGSC).

Datuk Harun bin Hj Ismail, JP is currently the Managing Director cum Chief Executive Officer of Sabah Oil and Gas Development Corporation Sdn. Bhd.

Datuk Harun was the former Chief Executive Officer of Sabah Energy Corporation Sdn. Bhd. for 13 years (2010 – 2022). And currently holds a directorship in the Employees Provident Fund (EPF) also known as Kumpulan Wang Simpanan Pekerja (KWSP).

Datuk Harun had also held several directorships including:

Datuk Harun Ismail was also a committee member of the Federation of Sabah Industries (FSI) as Deputy President, Malaysian Gas Association (Communication & Media Committee), Sabah Skill & Technology Centre (Management Council), Jawatankuasa Perancangan, Pelaksanaan Pembekalan Elektrik dan Tariff (JPPPET, Sabah) and Joint Working Committee (JWC) Petronas – Sabah State Government.

He is a Graduate Member of the Board of Engineers Malaysia and the Institution of Engineers, Malaysia. He graduated from University of Malaya in 1983 studying Bachelor (Hons) Civil Engineering. In 1972-1974 Datuk Harun Ismail studied in SMK Nasiruddin Shah, Terengganu (Form 1 – Form 3) and from 1975 – 1976 in Sekolah Alam Shah Cheras, KL (Form 4 – Form 5).

Datuk Harun was awarded Ahli Darjah Kinabalu (ADK) in 2003, Ahli Setia Darjah Kinabalu (ASDK) in 2000, Darjah Indera Mahkota Pahang (DIMP) in 2010, Panglima Gemilang Darjah Kinabalu (PGDK) in 2017 and Justice of Peace in 2020.

Datuk Harun was born on 31st December 1959 at Pitas.

Wong Kim Mun

General Manager, Sabah Deepwater, Shell Malaysia

Currently General Manager of Sabah Deepwater, Shell Malaysia Upstream, Wong is a technical professional with over 20 years’ experience in Asset Management and Well Engineering, spanning the full spectrum of wells delivery.

 

His extensive career has taken him as far as Gulf of Mexico and honed his skills in major project delivery, operational and technical lead roles, and talent management, having led teams of various sizes across multiple time zones.

 

Wong is happily married with two daughters and revels in poodle walking.

Ian Lim

General Manager, Growth ConocoPhillips Malaysia

Ian has professional experience of over 26 years in the oil and gas industry. He currently holds the position of General Manager Growth ConocoPhillips Malaysia where he is responsible for framing and progressing commercial opportunities. His career began in Shell in Miri as a Mechanical Engineer. Over the years, he has held numerous roles in production operations, front end engineering, business transformation and project management in Malaysia, USA, The Netherlands, and United Kingdom. He is passionate about the oil and gas industry’s role in driving economic progress and firmly believes in the crucial role of industry professionals in supporting the ongoing energy transition.

Nazliyah Md Ali

Sector Head, Industry Partnership,, TalentCorp Malaysia

Nazliyah primarily oversees the Oil, Gas and Energy (OGE), Global
Business Services (GBS) and Communications, Content and Infrastructure
CCI (Telco, ICT, Media) in TalentCorp ’s Industry Partnership department.
She has established profound relations with key players, large
organisations, and leading associations of the OGE, GBS and CCI sector to
drive collaborations for talent development.


With over 14 years of client management, business development and sales
experience in property development, advertising and banking, Nazliyah
started out in TalentCorp in 2012 working on the Malaysian professional
and student diaspora programmes, before transferring to Industry
Partnership where she continues to engage employers, focusing on
addressing mismatches between the talent market supply and demand.


Prior to TalentCorp, Nazliyah was a Client Management Manager at a
public relations agency where she managed prominent corporate accounts
in several sectors. Nazliyah holds an Honours Degree in Business
Administration (Marketing) from Universiti Teknologi MARA.

Norizah Othman

General Manager, Projects, Shell Malaysia

Norizah is the General Manager - Malaysia Projects, and is accountable for managing safe, competitive and efficient delivery of all projects in the Shell Malaysia Upstream business.

She started her career in Shell after completing a degree in Chemical Engineering from University of Kentucky. She has extensive experience in upstream oil and gas with coverage from front end engineering to platform start up, working on project execution and non-operated venture predominantly with Shell. Through her career, she had the opportunity to work in integrated development for projects in Malaysia, Middle East and Russia.

 

Norizah is also active in Shell in championing gender equality and equity; and is currently the President of Shell Women Action Network (SWAN) in Shell Malaysia.

 

A proud Sabahan, Norizah is happily married and the mother of two young men.

Moderator for Executive Plenary: Collaboration & Co- creation in new opportunities for sustainable growth

Ts Anwarudin is currently the Executive Director & Chief Technology Officer at Reservoir Link Energy Bhd spearheading the business growth in key areas in aspiration of building progressive corporation providing global solutions in upstream O&G and Energy market.

Previously he had served various Multinational and National organizations both in Service Segment and Hydrocarbon Producers. He had been an active member of Society of Petroleum Engineers (SPE) since 2004. He is currently the SPE KL section Chairman and the recipient of the 2014 Asia Pacific Region Outstanding Young Member Award, 2018 Regional Service Award, 2020 Public Service Award and 2021 Technical Award for Production Operations. He is the member of SPE Asia Pacific Regional Technical Advisory Committee. He also the current Honorary Secretary of Malaysia Oil and Gas Service Council and Founding Member/Treasurer/ Board Member of Petroleum & Energy Cooperative Berhad. In the capacity of MOGSC, he actively advocates for sustainability of OGSE ecosystem. He was very active in advocating to spur innovation and commercialization culture among OGSE players and founded a platform for various stakeholders to elevate local innovators via OGSE innovation Award.

He is a registered member of BEM and Professional Technologist and assessor registered with
MBOT. He is also board member of Trustee of PETRONAS University of Technology. He also serves 
as Industry Advisory Panellist for UiTM, UniKL, UMP, UCSI and UTP. He actively shares Industry best practices to young generation as an Adjunct Lecturer in University of Malaya and UTP. Ts Anwarudin holds B.sc (Hons) Mechanical with minor in petroleum from UTP and Msc in Petroleum Engineering from Imperial College London.

Throughout 18 years of his experience in Oil and Gas industry, he had developed various
technologies in the sector primarily in Hydrocarbon Production and Operations. He had published numerous SPE papers, articles, and journals on application of technologies in production operations and sat as publication review committee on various conferences, symposium and workshops. His career experience span across operation management, R&D, application engineering, Sales & Marketing, Corporate strategy, and Business Development.

Dr Kenneth Pereira

Managing Director, Hibiscus Petroleum Berhad

Dr Kenneth Gerard Pereira is the Founder and Managing Director of Hibiscus Petroleum Berhad. He listed Hibiscus Petroleum on the Main Market of Bursa Malaysia on 25 July 2011.


Dr Kenneth has 33 years’ experience in the upstream oil and gas industry in the services as well as the exploration and production sectors. He began his career with Schlumberger Overseas in 1983 as a Field Service Engineer working in Asia and Europe. He joined the Sapura Group in 1990, and in 1997, was appointed Vice President of Energy Sector Projects where he initiated the building of the oil and gas services business. In 2003, when the Sapura Group successfully acquired Crest Petroleum Berhad, he became the Chief Operating Officer (COO) of Sapura Crest Petroleum Berhad. From 2009 to 2011, Dr Kenneth became Managing Director and a shareholder of Interlink Petroleum Ltd, an oil and gas exploration and production company listed on the Mumbai Stock Exchange. He sold his interests in Interlink Petroleum to a Singapore-based listed company in 2010.


He holds a Bachelor of Science (Honours) degree in Engineering from the University of Bath, United Kingdom, an MBA from Cranfield University, United Kingdom and a Doctorate in Business
Administration from the University of South Australia, Australia. His doctorate research topic was
entitled “Start-up, Survival and Growth Strategic Actions of Initially Small Oil and Gas Exploration and Production Companies”.

Ts Sharifah Zaida Nurlisha Syed Ibrahim

Chief Executive Officer, MMC Oil & Gas Engineering Sdn Bhd

Sharifah Zaida Nurlisha is the Chief Executive Officer of MMC Oil & Gas Engineering Sdn Bhd. In her 34 years in the oil & gas industry, she has been involved in projects ranging from Conceptual, FEED, Detailed Design, Fabrication/Construction, Hook-up and Commissioning, EPCC and EPCIC projects locally in Malaysia as well as internationally. She started her career as an Instrument Engineer at Sime Engineering Sdn Bhd in 1990 before moving to the discipline of Project Management with MMC Oil & Gas Engineering Sdn Bhd in 1995. Her experience includes Project Engineering to Project Manager of various types of Oil & Gas contracts while serving other positions in the company – Head of Department of Project Management and General Manager of Project Management Services, before holding her current position.

 

She received her Bachelor of Electrical Engineering (BEng (Hons)) and Master of Business Administration (MBA) degrees from Nottingham University, England.

 

She has served actively on the Malaysian Oil, Gas & Energy Services Council (MOGSC) for over 10 years, served as an elected Executive Committee for the 2010/2012 term, Vice President for 2 terms, 2012/2014 and 2014/2016 and as President for 3 terms, 2016/2018, 2018/2020 and 2020/2022. She is now the Advisor of MOGSC for the 2024/2026 term.

 

In 2019, she was appointed by the Malaysian Oil & Gas Engineering Council (MOGEC) as one of their Executive Councils for 2019/2021 and was elected Vice President for 2 terms, 2021/2023 and 2023/2025. She is also a Council Member for the Malaysian Consortium of Mid-Tier Companies (MCMTC).

 

In 2017, she was listed by Amazons Watch Magazine/Center for Economic Development and Leadership (CEDL) as one of the Top 50 Women Energy Leaders in Developing Economies (Asia/Africa).

 

In 2022, she was appointed as the Cluster Head (Engineering & Energy) at the Center for Women Advancement and Leadership (CWAL), University Kuala Lumpur (UniKL) for the year 2022/2024.

 

In the same year, she was also appointed as the Chairman of the Women Technologist Chapter for the year 2022/2024 and has been re-elected for the consecutive term for the year 2024/2026; under the Malaysia Board of Technologists (MBOT), which is responsible for enhancing the dignity and prominence of Technologists and Technicians among women in Malaysia.

 

For her contribution and dedication to the development of women in technology, Ts. Sharifah Zaida Nurlisha was recognized with the inaugural MBOT Woman Leadership Award 2023 at the auspicious MBOT Entice 2023.

 

For her contribution in the industry, she was also recognised and contributed to the inaugural Malaysia: Women in Energy Book titled "Women in Energy: Pioneers, Innovators, and Change Makers in Malaysia" which was launched on 10 January 2025.
