Keynote Address 1
Datuk Ir. Bacho Pilong, currently the Senior Vice President of Malaysia Petroleum Management (MPM), previously served as the Senior Vice President of Project Delivery & Technology at PETRONAS. With a distinguished career in leadership roles globally and in Malaysia, he has held positions such as President of Joint Operating Companies in Sudan and South Sudan, Senior Vice President of Malaysia Assets and Vice President of International Assets, Upstream Business, PETRONAS. Among his notable achievements is leading the industry-driven collaboration Cost Reduction Alliance (CORAL) 2.0, recognized by the World Economic Forum for enhancing Upstream Malaysia's cost competitiveness. During his tenure as VP of International Assets, Datuk Ir. Bacho led the portfolio high grading initiative which included key divestments in selected countries. Datuk Ir. Bacho also successfully secured a production sharing contract extension for the Greater Pioneer Operating Company (GPOC) in South Sudan and restored production after five (5) years of shutdown during a challenging crisis period. In his previous role at PD&T, he has been instrumental in driving innovation and technology, including the Race2Decarbonise hackathon to limit GHG emissions to 49.5 million tonnes CO2e by 2024, accelerating clean energy technology development, and transforming digital architecture with cloud migration, 5G deployment, and AI adoption. With more than three decades of experience, his leadership influence extends beyond PETRONAS, fostering cross-collaboration within and outside of the industry and strengthening relationships with government agencies in the region. Passionate about talent development, Datuk Ir. Bacho also actively drives digital upskilling for youths through PETRONAS BeDigital Bootcamps and collaborates with over 25 institutions of higher learning globally to inspire innovation. Annuar Ayub is the elected State Assemblyman for N.41 Liawan and currently serves as the Chairman of Sabah Energy Corporation Sdn Bhd. With over three decades of experience spanning corporate leadership and public service, he also holds directorships at Petrosab Sdn Bhd and Tawau Plywood Manufacturing Sdn Bhd (Sabah Softwood). His public sector involvement includes long-standing roles as Board Member of Majlis Hal Ehwal Anak Negeri Sabah and Councillor with the Keningau District Council. He holds a Bachelor of Arts (Hons) in International Relations from the University of Keele, United Kingdom, and a Postgraduate Diploma in Globalisation, Development and Transition from the University of Westminster. He has also been an active figure in youth and sports development in Sabah. In the past, he served as President of the Keningau Youth Association and held various leadership positions within the Sabah Football Association (SAFA), including Chairman of the SAFA Fan Club and the SAFA Technical and Youth Development unit. Balancing leadership in both state governance and corporate enterprise, Annuar Ayub continues to contribute actively to the progress of Sabah and its people as an assemblyman and as the chairman of Sabah Energy Corporation Sdn Bhd.

Ts Anwarudin is currently the Executive Director & Chief Technology Officer at Reservoir Link Energy Bhd. Previously he had served various Multinational and National level corporations both in Service Segment and Hydrocarbon Producers. He had been an active member of Society of Petroleum Engineers (SPE) since 2004. He is currently the SPE KL section Chairman and the recipient of the 2014 Asia Pacific Region Outstanding Young Member Award, 2018 Regional Service Award, 2020 Public Service Award and 2021 Technical Award for Production Operations. He is the member of SPE Asia Pacific Regional Technical Advisory Committee. He is the current Honorary Secretary of MOGSC and had held various roles since 2018. In the capacity of MOGSC, he actively advocates for sustainability of OGSE ecosystem. He was very active in advocating to spur innovation and commercialization culture among OGSE players and founded a platform for various stakeholders to elevate local innovators via OGSE innovation Award (OIA). He had been spearheading various missions through MOGSC in relation to addressing pain points and challenges faced by OGSE sector through various initiatives with PETRONAS, PAC’s and Government agencies to create conducive business environment for OSGE sector to thrive and prosper. He is board member of Trustee of PETRONAS University of Technology. He contributes actively in the development of talents and capability in industries across the board in the capacity of Chairman of Jawatan Kuasa Kerja (Works Committee) under National Skills Development Council (MPKK). He also serves as Industry Advisory Panelist for UiTM, UniKL, UMP, UCSI and UTP. He actively shares Industry best practices to young generation as an Adjunct Lecturer in University of Malaya. Ts Anwarudin holds B.sc (Hons) Mechanical with minor in petroleum from UTP and Msc in Petroleum Engineering from Imperial College London.

Hazli Sham Kassim is the Vice President (VP) of Development, Upstream, PETRONAS. He is responsible to steer PETRONAS Upstream's growth, technical solutions and standards, governance, as well as provide specialised services focusing on the entire Upstream value chain. Throughout his professional life of close to 30 years, Hazli has built up an impressive record of creating solutions in both strategic and technical front. He has also created long-term shareholder value with stakeholders, primarily with the Malaysian Government during his tenure as the Chief Government & Regulator Advisory under the President's Special Assistant Unit. Hazli is well regarded amongst industry peers and was appointed as the Society of Petroleum Engineers (SPE) Asia Pacific Regional Director in April 2023. Previously, he was awarded the 2017 SPE Northern Asia Pacific Regional Service Award. Mr. Hazli, who is a PETRONAS scholar, earned his Bachelor of Science Degree in Petroleum Engineering (Honor, Cum Laude) from Texas A&M University, United States of America (USA). He attended the Advanced Management Program in Harvard Business School in 2017.

Ikhwan Sunoto is a strong advocate for smarter, transparent, sustainable, and fair business practices. Currently serves as an Executive Committee (Asset Integrity & Sabah Region) for the Malaysian Oil, Gas and Energy Services Council (MOGSC), and as the Community Outreach Chairperson for the Society of Petroleum Engineers Kuala Lumpur (SPE KL), he believes that business should contribute meaningfully to the community, environment, and social development - not just profits. Ikhwan holds a degree in Quantity Surveying from Universiti Teknologi MARA and has completed executive education at Saïd Business School, University of Oxford, with a focus on mergers and acquisitions. He is a Chartered Professional Technologist (Ts.) with the Malaysia Board of Technologists (MBOT) and an Incorporated Engineer (IEng) registered with the UK Engineering Council through the Institution of Engineering and Technology (IET). Born and raised in Sabah, his career spans both domestic and international markets, covering roles in operations and business leadership. He has held key positions at Tidal Group of Companies, EPOMS, Bumi Armada, bp, Baker Hughes, Schlumberger, PETRONAS, and Sapura Energy. Ikhwan is currently the Managing Principal of Synergene Sdn Bhd, a venture builder and strategic investment company focused on sustainable and equitable technologies in diversified industries, with focus on the energy sector.

Datuk Rosmadi stands as one of the visionary leaders within the Sabah State Government, renowned for his unwavering dedication to public service and transformative leadership. His intellectual journey took him to the esteemed halls of Southern Illinois University where he attained a degree in Sociology and master’s in public administration from California State University, following his formative education at Sabah College. His career in the civil service began humbly in 1980 as a general clerk. Through dedication, perseverance, and a clear vision for progress, he steadily rose through the ranks to hold key leadership roles in the state administration. Throughout his career, which spans more than four decades, he has held numerous key positions across various sectors of state government, including in human capital management, tourism and cultural sector, as well as in community welfare. Over decades, Datuk Rosmadi has earned a reputation for his strategic insights and innovative approach to governance. What truly sets Datuk Rosmadi apart is his unconventional and strategic mindset. He is best known for his signature tagline, “thinking without a box,” which encourage the civil servants to have a new way of thinking as well as to approach challenges with unconventional perspectives and finally come up with a forward-thinking solution. Now, Datuk Rosmadi serves as the Chief Coordinating Officer of Sabah Maju Jaya Secretariat. His role involves overseeing key initiatives aimed at driving economic development through Blue Economy as well as eradicating hardcore poverty in Sabah. As the chief mechanic behind the Pelan Pembangunan Sabah Maju Jaya 1.0, he is responsible for ensuring that the blueprint’s strategic pillars are effectively implemented and aligned with both state and national development goals.

Dr. Firdausi Suffian is the Chief Executive Officer of Invest Sabah Berhad, the official investment promotion agency of Sabah, Malaysia. Under his leadership, the agency serves as a one-stop center for investment facilitation, driving efforts to enhance Sabah’s investment climate, attract high-quality investments, and foster economic transformation through sustainability, digital innovation, and policy development. He holds a Ph.D. from the University of Bristol, UK, a Master’s in Public Policy (Policy Analysis) from the Australian National University (ANU), and a first-class honours degree in Administrative Science from Universiti Teknologi MARA (UiTM), Malaysia. As recognised expert, Dr. Firdausi has spoken as keynote and panellist at high-powered global forums, government events, and business chambers on investment, economic development & sustainability. He has contributed to policy formulation at both state and federal levels and serves as Chair of the Industry Advisory Board at University of Nottingham Malaysia and Universiti Malaysia Sabah (UMS). He is also a visiting lecturer at Mondragon University, Spain. Firdausi has authored several academic works, including The Political Economy of Malaysia’s Industrial Policy and a book chapter on social and political deglobalization, both published by Springer.

Malaysian Gas Association (MGA) is the nation’s lead advocate for the natural gas industry, playing a prominent role in promoting engagement, discourse and dialogue with key stakeholders to develop a vibrant and sustainable gas industry, to fuel Malaysia's socio-economic growth and ensuring pragmatic energy transition towards a low carbon economy. As President of MGA, Abdul Aziz brings over 37 years of extensive experience and knowledge across the energy sector, particularly in the gas industry. Given his extensive exposure and knowledge, Abdul Aziz has been appointed as the International Gas Union’s Regional Coordinator for South & Southeast Asia to strengthen the region’s position in the global gas industry. He is currently the Senior Vice President of Gas & Power, at PETRONAS and the Managing Director/Chief Executive Officer of PETRONAS Gas Berhad (PGB). He is also a non-independent executive director at PGB, in addition to having a directorship in several other companies in PETRONAS. He started his career in PETRONAS as an engineer at the Peninsular Gas Utilisation Project (PGU), the 2,623km gas transmission pipeline network spanning the entire Peninsular Malaysia owned and operated by PGB. He was later promoted to head the operations of the cogeneration facilities at PGB before he was appointed the Chief Executive Officer, of Vinyl Chloride Malaysia Sdn Bhd. He then served as the Vice President, Strategy and New Ventures, at PETRONAS Energy Canada Limited prior to his current appointment. Aziz holds a Bachelor of Science in Mechanical Engineering from the University of George Washington, United States of America and has attended the INSEAD Programme at INSEAD Business School.

Sharifah Zaida Nurlisha is the Chief Executive Officer of MMC Oil & Gas Engineering Sdn Bhd. In her 34 years in the oil & gas industry, she has been involved in projects ranging from Conceptual, FEED, Detailed Design, Fabrication/Construction, Hook-up and Commissioning, EPCC and EPCIC projects locally in Malaysia as well as internationally. She started her career as an Instrument Engineer at Sime Engineering Sdn Bhd in 1990 before moving to the discipline of Project Management with MMC Oil & Gas Engineering Sdn Bhd in 1995. Her experience includes Project Engineering to Project Manager of various types of Oil & Gas contracts while serving other positions in the company – Head of Department of Project Management and General Manager of Project Management Services, before holding her current position. She received her Bachelor of Electrical Engineering (BEng (Hons)) and Master of Business Administration (MBA) degrees from Nottingham University, England. She has served actively on the Malaysian Oil, Gas & Energy Services Council (MOGSC) for over 10 years, served as an elected Executive Committee for the 2010/2012 term, Vice President for 2 terms, 2012/2014 and 2014/2016 and as President for 3 terms, 2016/2018, 2018/2020 and 2020/2022. She is now the Advisor of MOGSC for the 2024/2026 term. In 2019, she was appointed by the Malaysian Oil & Gas Engineering Council (MOGEC) as one of their Executive Councils for 2019/2021 and was elected Vice President for 2 terms, 2021/2023 and 2023/2025. She is also a Council Member for the Malaysian Consortium of Mid-Tier Companies (MCMTC). In 2017, she was listed by Amazons Watch Magazine/Center for Economic Development and Leadership (CEDL) as one of the Top 50 Women Energy Leaders in Developing Economies (Asia/Africa). In 2022, she was appointed as the Cluster Head (Engineering & Energy) at the Center for Women Advancement and Leadership (CWAL), University Kuala Lumpur (UniKL) for the year 2022/2024. In the same year, she was also appointed as the Chairman of the Women Technologist Chapter for the year 2022/2024 and has been re-elected for the consecutive term for the year 2024/2026; under the Malaysia Board of Technologists (MBOT), which is responsible for enhancing the dignity and prominence of Technologists and Technicians among women in Malaysia. For her contribution and dedication to the development of women in technology, Ts. Sharifah Zaida Nurlisha was recognized with the inaugural MBOT Woman Leadership Award 2023 at the auspicious MBOT Entice 2023. For her contribution in the industry, she was also recognised and contributed to the inaugural Malaysia: Women in Energy Book titled "Women in Energy: Pioneers, Innovators, and Change Makers in Malaysia" which was launched on 10 January 2025. She serves on the Board of Director for MMCOG/Doris Joint Venture, i.e. Doris MMC Sdn Bhd and Government Industry TVET Coordination (GITC), a collaborative platform aimed at steering the national TVET agenda, focusing on human capital development, skills and workforce.

Ts Syed Saggaf bin Syed Ahmad is currently the Chief Executive Officer of Shapadu Oil and Gas Division, leading and managing the Group’s interest in Oil, Gas and Energy industry for both upstream and downstream services segments including management of group’s marine assets. He is also the Executive Director for one of the Oil and Gas division’s subsidiary, Shapadu CR Asia Sdn Bhd focusing on downstream maintenance and turnaround works. He got his early education in English College, Johor Bahru and Sekolah Menengah Sains Muar, Johor. Subsequently, he graduated from Universiti Tenaga Nasional in 2002 with Bachelor in Mechanical Engineering. Upon graduation, he started his career as Mechanical Piping Engineer with Haven Engineering and continued his career with stints at Ramunia Fabricators Sdn Bhd in 2004 and Coral Intoil Sdn Bhd in 2008. Syed Saggaf has been with Shapadu Group since 2010 where he started as Project Manager. In his time with Shapadu, he was promoted to Senior Project Manager, General Manager, Deputy Chief Executive Officer, before eventually becomes the Chief Executive Officer in January 2017. He now has approximately 20 years experience in the industry, managing major contracts from key clients with an approximate worth of RM 2 billion. He is the current President of Malaysian Oil, Gas & Energy Services Council (MOGSC) where he plays an important role in engagements with industry stakeholders and players with the objective of creating a sustainable energy ecosystem in Malaysia. Mohd Yazid Ja’afar (Yazid) is the President/Chief Executive Officer (CEO) of Malaysia Petroleum Resources Corporation (MPRC), an agency of the Ministry of Economy tasked with advancing Malaysia’s Oil & Gas Services and Equipment (OGSE) industry. He had previously been Deputy CEO of MPRC. He is also the founding Chief Executive of MPRC’s subsidiary Johor Petroleum Development Corporation Berhad (JPDC), the lead coordinator for the development of the Pengerang Integrated Petroleum Complex (PIPC), where he served for over 9 years until 2021. He remains a member of JPDC’s Board of Directors. A versatile engineer by training, Yazid has built a progressive career spanning almost 3 decades in the oil & energy industry in the public and private sectors in Malaysia and abroad. He previously served Shell, where he covered sales and marketing, technical support and services, consultancy services as well as manufacturing. Additionally, he possesses broad-based experience in business restructuring via business unit globalisation, strategic planning, product application/training, technical consultancy and compliance of trade-related controls and regulations. His experience further includes regional economic development. Prior to joining MPRC, he headed the Economics and Business Division at the Iskandar Regional Development Authority (IRDA), the regional development authority of Iskandar Malaysia, one of the five regional economic corridors in Malaysia. Yazid graduated with a Master of Engineering (M.Eng.) in Chemical Engineering from the Imperial College of Science, Technology and Medicine, London. Additionally, he holds a Diploma of Associate of the City and Guilds of London Institute. He also completed Harvard Business School’s Senior Management Development Programme as well as the Temasek Foundation Leaders in Economic Development Programme.
